If you look at your video while youre logged in with? your account you see sort of a toolbar on top of the video.Click on Annotations and it directs u to a page where you can put those "comments" on your video :D

well every mmo has copied some other game one way or another. If Jagex wouldnt do these updates this game would lose all players pretty soon. Im surprised? browser game has survived that long anyway..
